The California Central Valley Regional Water Quality Control Board’s Sacramento office has an opening for a Senior Environmental Scientist (ES) Specialist performing duties related to the Storm Water Program at the Regional Board with a focus on compliance, enforcement, collaboration, and education., under the Compliance & Enforcement Section. The position is located at 11020 Sun Center Drive, Suite 200, Rancho Cordova, CA 95670.

Under the general direction of a Supervising Water Resource Control Engineer and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

Duties:

The incumbent will be the principal technical specialist on storm water issues for the Regional Board, with a focus on industrial and construction storm water compliance and related issues. The incumbent will also provide outreach and education to regulated entities. The Senior ES Specialist will advise Regional Board staff and Management on stormwater permit compliance issues and help guide the prioritization of sites needing additional actions. The Senior ES must be able to work independently to complete tasks, work effectively within a team environment, and communicate effectively via a variety of media. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Excellent communication skills, both written and verbal.
  • Experience with preparation of scientific reports, memos, permits and/or technical and enforcement documents.
  • Experience educating people, public speaking, and engaging in public participation/outreach efforts.
  • Experience leading and working with a multi-disciplinary, multi-agency professional team.
  • Experience and knowledge of surface water quality regulation, including the development of water quality-based effluent limitations and permit provisions in permits and/or certifications that implement provisions of the federal Clean Water Act and State of California Water Code.
  • Knowledge of stormwater hydrology, hydrogeology, mass balances, and fate/transport of chemicals in the environment.
  • Experience conducting field water quality sampling, assessing the effectiveness of storm water best management practices, and/or water quality resource delineations.
  • Experience reviewing and working with water quality data, scientific reports, Storm Water Pollution Prevention Plans, and technical documents.
  • Ability to manage projects, lead others, organize, and set priorities on assignments and meet deadlines.
  • Experience overseeing the development of draft permits, formal enforcement actions, and/or general orders for public review.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using 12 pt. Arial font , and normal margins.

Indicate your total years of experience when answering the following statements/questions:

  1. Describe your knowledge/experience working on environmental issues, natural systems, and water quality chemistry.
  2. Describe your knowledge of storm water quality concepts and concerns at various locations (i.e., Construction and Industrial Sites, Storm Water Pollution Plan development, Post wildfire sites, urban stormwater runoff, selection of stormwater Best Management Practices, contaminant fate and transport, hydrology, chemistry).
  3. Describe your experience giving formal presentations and with meeting facilitation.
  4. Describe your experiences with analyzing/interpreting data, working with databases, and preparing technical reports.
  5. Describe your inspection and field work experience as it relates to storm water quality.
  6. Describe your experience interpreting/implementing environmental laws, regulations, and enforcing permits.
